mentioned refers to the absconding of a Chinese shroff attached to the Harbour Department of Hongkong with certain Government funds, but I have received no communication setting forth any charges against me in the matter, and have consequently had no opportunity of replying to them. In fact, I have been condemned unheard.

5. During the eleven years and more that I have been attached to the Harbour Department of Hongkong, I have indentified myself with the Colony, and have given my whole time and thought to my work, putting all my heart and soul into it, and doing my utmost, according to my lights, towards the interests and well-being thereof. This, I think, is generally recognised by the public with whom I have to deal, but officially, except by Sir Henry Blake, Sir Frederic Lugard, and the Board of Trade, I have at no time received any sign of appreciation of my efforts, or the least encouragement. On the contrary, from the late Colonial Secretary, Sir Henry May, and from Fr A.M.Thomson, when acting as Colonial Secretary, I have been met with opposition to my every suggestion, slights, personal animus, espionage, concealment from me of matters vital to my Department, evasive and contradictory replies to questions as to such matters, petty annoyances, and every possible diffi- -culty placed in my way. Under the constant strain resulting from this state of affairs, it is hardly surprising that my health, which had been failing for two years, finally broke down so completely that I had to be carried on board the steamer on leaving the Colony, on leave, in February.
